VIP Points are accumulated and won't be reset. For example. VIP Level 1 needs 80 VIP Points and VIP Level 2 needs 350 VIP Points. If a player has 100 VIP Points, the player will unlock VIP Level 1 and needs 350-100=250 VIP Points to unlock VIP Level 2.
